Legislation Committee

In the wake of the 2020 racial-justice uprisings and the ongoing COVID-19 pandemic, many at CAL felt a drive to go beyond our standard methods to seek political and social change.

CAL’s Legislation Committee was born with the animating purpose to develop legislative proposals from the vantage of appellate defenders. We work in coalition with other organizations to draft and support criminal legal system and related reforms, and aim to seek the input of those with lived experience. During the Committee’s first year in existence, we successfully advanced and secured passage of a bill to ease the process of getting appellate counsel assigned to those who cannot afford appellate attorneys. We continue to develop and advocate for legislative changes to the criminal legal system at the local and state levels.
