ISSUE PRESENTED: Whether the Appellate Division’s dismissal of defendant’s appeal in 2012 was error, where he wanted to appeal a felony conviction he sustained as a juvenile in 1986 and, in violation of due process, the State did not then afford him the assistance of counsel in applying for in forma pauperis relief and assignment of counsel.
